As long as your pet:
1) Has had a rabies vaccination at least 30 days before travelling (& within the last year),
2) Has been microchipped;
3) Is not an endangered species. (See the CITES International List of endangered animals - www.cites.org
4) And you have an official health certificate from your home country either issued or attested by a government vet.
Your pet can be imported in to Dubai without having to go into quarantine.
Getting an Import Permit:
Step 1:
You will need to get an import permit issued in Dubai by the UAE Ministry of Environment & Water. To get a UAE import permit you must submit the following documents:
A copy of the pet owners passport;
A copy of owner’s residency visa / job offer letter
Pet owner’s contact details (company name, telephone & fax numbers, PO Box number)
Completed application form for an import permit
A copy of the pet’s vaccination certificate showing rabies vaccination details & the microchip number.
Step 2:
The import permit can be collected the next day or the Ministry can send it within a week. You must submit the import permit (copy of it) to the Import Office at Cargo Village (open 24 hours) - the airline will send a telex to Cargo Village prior to your pet’s arrival. The Import Office will clear the pet on arrival and call you to collect it. When you collect your pet it is weighed and measured and a handling fee is charged. (200-300AED per pet)
When collecting your pet you must take all necessary documentation. If your paperwork is not complete your pet may be kept in quarantine until it is correct. Check and double check that you have sufficient paperwork well in advance. You must take your pet’s original health certificate & original vaccination certificate to the Ministry of Agriculture & Fisheries vet for approval.

How do I get my pet vaccinated?
It costs around 350AED to vaccinate your pet at the vets or 50AED to vaccinate it at the Dubai Municipality Veterinary Section (04 2891114);
When your pet has been vaccinated your given a vaccination certificate and a Municipality ID disc, which should be attached to your pet’s collar immediately.
Without the ID attached to your dog it could be collected as a stray. If your pet is lost and is wearing a tag the Municipality will contact you to collect it.
